Abstract: INFORMATION REQUIREMENTS ARE LOCATED WITHIN SEVERAL SECTIONS OF THIS RULEMAKING. THE STATUTES UNDER WHICH FEDERAL COAL IS MANAGED REQUIRE DETERMINATION THAT APPLICANTS FOR FEDERAL COAL LEASE, SURFACE OWNERS I SPLIT ESTATE LAND AND APPLICANTS FOR LEASE EXCHANGES AND TRANSFERS MEET SPECIFIC REQUIREMENTS. INFORMATION COLLECTION REQUIREMENTS OF THESE RULES ARE CONSISTENT WITH THAT NEED.
