This request for
clearancce is disapproved on the basis that the collection is not
needed each year to serve the purpose for which it is intended and
therefore imposes an undue burden on the respondent Moreover, the
regional offices already, according to the supporting statement,
"have a working knowledge ..." of the survey operations of the
State agencies. Further, the computer operations of the State
agencies -- to the extent that the States wish to have the
Departmen provide technical or other assistance -- are discussed
with R.O. staff who already have a basic understanding of the State
operation and problems. These computer operations are State
operations and not Federal. Accordingly, an annual collection is
not needed to achieve a Federal program or policy purpose, impose
an unnecessary burden on the respondents and incur unnecessary
costs on the respondents and on the Federal Government for which
there is no need that cannot be otherwise served.

THE OES SURVEY STATE OPERATIONS REVIEW
PACKAGE IS THE PRINCIPAL SOURCE OF MANAGEMENTDINFORMATION REGARDING
THE QUALITY OF THE DATA AND ESTIMATES PRODUCED BY THE OES
SUCOOPERATING STATES. THE REVIEW PACKAGE ALLOWS AN EVALUATION OF
THE SUPPLIED DATA WHICH IS THE PRINCIPAL INPUT TO THE BLS'S
NATIONAL OCCUPATIONESTIMATES AND PRO JECTIONS.
