Abstract: SBA IS MANDATED BY P.L. 85-536, SECTIONS 9 AND 11, TO ASSIST/ENCOURAGE SMALL FIRMS TO UNDERTAKE JOINT PROGRAMS FOR RESEARCH/DEVELOPMENT AND T FORM DEFENSE PRODUCTION POOLS IN ORDER TO MAINTAIN AND STRENGTHEN THE COMPETITIVE FREE ENTERPRISE SYSTEM AND THE NATIONAL ECONOMY AND TO EXPAND AND MAINTAIN A STRONG INDUSTRIAL PRODUCTION BASE.
