Abstract: THE HEA III IS THE ONLY DIRECT INSTITUTIONAL SUPPORT PROGRAM FUNDED BY THE ED FOR POSTSECONDARY INSTITUTIONS. ED HAS NEVER EVALUATED THE IMPACT OF FEDERAL FUNDING AT THE INSTITUTION LEVEL. GIVEN SCARE RESOURCES THERE IS AN INCREASING NEED TO DETERMINE MORE EFFECTIVE AND EFFICIENT METHODS OF POVIDING FOR EDUCATIONAL OPPORTUNITIES FOR STUDEN ATTENDING THESE INSTITUTIONS.
