Abstract: THIS RESEARCH WILL ASSESS FREIGHT SERVICE AVAILABILITY, USAGE, AND QUALITY IN RURAL AREAS. DATA COLLECTED WILL BE COMPARED WITH AVAILABLE PRE- AND POST-MOTOR CARRIER ACT OF 1980 (MCA) DATA. RESEARC RESULTS WILL BE USED BY DOT AND CONGRESSIONAL MCA OVERSIGHT HEARINGS AND BY THE MOTOR CARRIER RATEMAKING STUDY COMMISSION.
