Abstract: THE RESEARCH WILL IDENTIFY THE PRAGMATIC ADVANTAGES AND DISADVANTAGES OF VARIOUS MECHANISMS FOR OBTAINING PRIVATE FUNDING OF HIGHWAY IMPROVEMENTS. DISCUSSIONS WITH INDIVIDUALS DIRECTLY INVOLVED IN NEGOTIATING PRIVATE FUNDING AGREEMENTS ARE ESSENTIAL TO THIS EFFORT. THE SECRETARY OF TRANSPORTATION IS AUTHORIZED TO ENGAGE IN RESEARCH ON HIGHWAY FINANCING (23 USC 307).
