Abstract: THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1980 AMENDS THE NATIONAL HOUSING ACT TO PERMIT THE SECRETARY TO MAKE TEMPORARY MORTGAGE ASSISTANCE PAYMENTS TO MORTGAGEES ON BEHALF OF ELIGIBLE MORTGAGORS TO AVOID FORECLOSURE. THESE PROPOSED RULES ARE REQUIRED TO IMPLEMENT THE LEGISLATION.
