Abstract: THE INFORMATION IS NEED TO MONITOR ILLEGAL COMMERCIAL FISH TRAFFIC. FISH BOOTLEGGERS WILL BE RELUCTANT TO SUPPLY THE INFORMATION NEEDED TO OBTAIN A PERMIT. PERSONS FOUND TO BE TRANSPORTING MORE THAN 15 FISH WITHOUT A PERMIT CAN BE PROSECUTED WITHOUT HAVING TO PROVE THEY WERE INTENDING TO SELL THE FISH.
