The deaf-blind
needs assessment, as revised 7/12/82, is approved through 9/30/82
on the condition that any inferences drawn from the survey results
be appropriately limited to the "normal, better educated,
articulate" deaf-blind individuals sampled and that generalizations
are not made to the broader universe of deaf-blind individuals. ED
should provide OMB with a written statement agreeing to this
condition and also submit copies of the final assessment forms when
available.

THE PURPOSE OF THIS SURVEY IS TO
ASSESS THE CURRENT AND FUTURE SERVICE NEEDS OF DEAF-BLIND
INDIVIDUALS IN ORDER TO AID FEDERAL AND STATE AGENCIES IN PLANNING
A LIFETIME CONTINUUM OF SERVICES FOR THIS SEVERELY HANDICAPPED
POPULATION.
On behalf of this Federal agency, I certify that
