Terms of Clearance: The deaf-blind needs assessment, as revised 7/12/82, is approved through 9/30/82 on the condition that any inferences drawn from the survey results be appropriately limited to the "normal, better educated, articulate" deaf-blind individuals sampled and that generalizations are not made to the broader universe of deaf-blind individuals. ED should provide OMB with a written statement agreeing to this condition and also submit copies of the final assessment forms when available.
