approved for one year. During that time, FNS must respond to the
concerns raised by FEDAC. In particular, the resubmission must
provide greater flexibility for the state and local authorities,
which should be allowed the option of collecting and maintaining
milk count data which can be audited. Furthermore, FNS did not
publish this requirement in the Federal Register before February
15, 1982, so it must request a waiver from FEDAC as soon as
possible.

SECTION 3 OF THE CHILD NUTRITION ACT
OF 1966, (P.L. 89-642, AS AMENDED 42 U.S.C. 1773) AUTHORIZES THE
SPECIAL MILK PROGRAM FOR CHILDREN. THE REGULATIONS SUBMITTED WITH
THIS PROPOSAL SET FORTH: (A) POLICIES FOR T ADMINISTRATION OF THE
PROGRAM BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL LEVEL
ORGANIZATIONS, AND (B) RECORDKEEPING REQUIREMENTS NECESSARY TO
DOCUMENT PROGRAM COMPLIANCE.
