reduce the burden by requiring less frequent milk counts. The
resubmission must also show that FNS has consulted with FEDAC and
affected groups to discuss ways of decreasing the burden.

SECTION 3 OF THE CHILD NUTRITION ACT
OF 1966, (P.L. 89-642, AS AMENDED 42 U.S.C. 1773) AUTHORIZES THE
SPECIAL MILK PROGRAM FOR CHILDREN. THE REGULATIONS SUBMITTED WITH
THIS PROPOSAL SET FORTH: (A) POLICIES FOR T ADMINISTRATION OF THE
PROGRAM BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL LEVEL
ORGANIZATIONS, AND (B) RECORDKEEPING REQUIREMENTS NECESSARY TO
DOCUMENT PROGRAM COMPLIANCE.
