Abstract: PUBLIC INVOLVEMENT IN LAND USE PLANNING IS REQUIRED BY THE FEDERAL LAN POLICY AND MANAGEMENT ACT AND THE NATIONAL ENVIRONMENTAL POLICY ACT. THIS PURPOSIVE SAMPLE WILL INSURE THAT PERSONS INVOLVED IN LOCAL RESOURCE MANAGEMENT ISSUE RESOLUTION WILL HAVE A STRUCTURED MEANS OF GUIDING THE PLANNING EFFORT.
