Abstract: SECTIONS 104(C) AND (D) OF CERCLA AUTHORIZE THE EXECUTION OF COOPERATI AGREEMENTS WITH STATES TO ASSUME RELEVANT PORTIONS OF THE RESPONSE PROGRAM. THE REMOVAL PROGRAM IS DEVELOPING GUIDANCE ON THE MEANS TO ENTER INTO SUCH AGREEMENTS AND THE PROGRAM AREAS AND LEVEL OF INVOLVEMENT FOR POSSIBLE PARTICIPATION BY WILLING AND CAPABLE STATES.
