ADMINISTRATION EACH FAILURE OF EACH SIGNAL SYSTEM, DEVICE, OR
APPLIANCE TO INDICATE OR FUNCTION AS INTENDED. FRA USES THIS
INFORMATION TO DETERMINE THE NEED FOR INSPECTIONS OR REVISIONS OF
THE RULES.
