Abstract: THE SIGNAL INSPECTION ACT REQUIRES CARRIERS TO REPORT TO FRA ALL FAILURES OF SIGNAL SYSTEMS TO INDICATE OR FUNCTION AS ENTENDED AND IN CASE OF ACCIDENT RESULTING FROM SUCH FAILURES. FRA USES THIS INFORMATION TO DETERMINE THE NEED FOR INSPECTIONS OR CHANGE IN RULES (49 CFR 236).
