Abstract: P.L. 89-651 SPECIFIES THAT A NONPROFIT INSTITUTION DESIRING DUTY-FREE ENTRY OF CERTAIN SCIENTIFIC INSTRUMENTS OR APPARATUS SUBMIT AN APPLICATION. THE RESPONSES TO THE QUESTIONS ON THE APPLICATIONS ARE ESSENTIAL FOR COMMERCE AND TREASURY TO CARRY OUT THEIR CONGRESSIONAL DETERMINING THAT THERE IS NO COMPARABLE INSTRUMENT MANUFACTURED DOMESTICALLY.
