SECTION 515 OF P.L. 95-87 PROVIDES
THAT PERMITTERS CONDUCTING SURFACE COAL MINING OPERATIONS SHALL
MEET ALL APPLICABLE PERFORMANCE STANDARDS OF THE ACT. THIS
INFORMATION IS USED BY THE REGULATORY AUTHORITY IN MONITORING AND
INSPECTING SURFACE MINING ACTIVITIES TO ENSURE THAT THEY ARE
CONDUCTED IN A MANNER WHICH PRESERVES AND ENHANCES ENVIROMENTAL AND
OTHER VALUES OF THE ACT.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
