Terms of Clearance: OCC has not indicated a Fedeeral need for the program or the record keeping requirements specified in thee text. These requireements do not appear to be necessary for the safety and soundness of banks dealing with futures and forward placement contract activities. The requirements appear to have no practical utility and are therefore unduly burdensome. Should OCC wish to resubmit the request and simply require banks dealing in such activities to submit a short letter of intent without the mandated record keeping requiremeents, then OMB would approve the request.
