Abstract: SECTION 4 OF THE CHILD NUTRITION ACT OF 1966 (P.L. 89-642), AS AMENDED AUTHORIZES THE SCHOOL BREAKFAST PROGRAM. THE REGULATIONS SUBMITTED WI THIS PROPOSAL SET FORTH: (A) POLICIES FOR THE ADMINISTRATION OF THE PROGRAM BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL SCHOOL AUTHORITIES, AND (B) REQUIREMENTS GOVERNING LOCAL ORGANIZATIONS' APPLICATION FOR THE INITIATION OF PROGRAM OPERATIONS AND THE RECEIPT O PROGRAM BENEFITS.
