Abstract: NEW COAL PREPARATION PLANTS ARE GENERALLY SUBJECT TO ZERO DISCHARGE REQUIREMENTS UNDER THE COAL MINING EFFLUENT LIMITATIN (40 CFR 434). HOWEVER, IF NECESSARY FOR OPERATION, AN OCCASIONAL WASTEWATER PURGE MA BE ALLOWED IF THE FACILITY SUBMITS ADVANCE WRITTEN NOTICE TO THE PERMIT AUTHORITY.
