Abstract: THE FORMS ARE USED BY HUD'S RESEARCH CONTRACTORS TO PROVIDE BASELINE PLANS FOR THEIR PROJECTS AND THEN TO PROVIDE PROGRESS REPORTS COMPARING ACTUAL PROGRESS AGAINST PLANNED PROGRESS. THE INFORMATION PERMITS HUD ADMINISTRATIVE OVERSIGHT, GUIDANCE, AND CONTROL OF THE PROJECTS.
