ON SEPTEMBER 29, 1982, THE CAB SUBMITTED A FINAL RULE ON DOMESTIC BAGGAGE LIABILITY FOR REVIEW UNDER E.O. 12291. OMB FOUND THE DOMESTIC BAGGAGE LIABILITY RULE CONTRARY TO THE PRINCIPLE OF E.O. 1229 AND THE ADMINISTRATOR'S POLICY TO DEREGULATE THE AIRLINE INDUSTRY. CONSEQUENTLY, IN THE ABSENCE OF ANY NEED FOR THE RULE, THE PROPOSED INFORMATION COLLECTION HAS NO PRACTICAL UTILITY TO THE FEDERAL GOVERNMENT.
