AGENTS ARE EXPERIENCING OPERATIONAL DIFFICULTIES LIKELY TO AFFECT
ADVERSELY ISSUERS AND SECURITYHOLDERS. THE INFORMATION DISCLOSED IN
THE REPORTS REQUIRED BY THE RULE WOULD BE USED BY ISSUERS AND THE
APPROPRIATE REG. AGENCY IN DETERMINING WHETHER & WHAT ACTION
WOULD BE NECESSARY TO RESOLVE THESE DIFFICULTIES. THE COMM. MAY ACT
TO ADOPT RULE 17AD-11 IN MARCH 1983.
