Abstract: PAYMENTS OF INTEREST AND DIVIDENDS ARE SUBJECT TO A 10 PERCENT WITHHOLDING TAX UNDER 26 U.S.C. 3451 UNLESS THEY ARE PAID TO A FOREIGN PERSON. THE REGULATIONS REQUIRE THE FOREIGN PERSON TO PROVIDE A STATEMENT TO THE PERSON PAYING THE INTEREST OR DIVIDENDS SO THAT PERSO WILL NOT WITHHOLD TAX ON THE PAYMENT.
