Abstract: CHAPTER 1 OF THE EDUCATION CONSOLIDATION AND IMPROVEMENT ACT OF 1981 AUTHORIZES FUNDING FOR GRANTS TO SEAS AND LEAS TO SUPPORT PROJECTS DESIGNED TO FACILITATE THE TRANSITION OF CHILDREN FROM STATE-OPERATED INSTITUTIONS FOR NEGLECTED OR DELINQUENT YOUTH INTO LOCALLY-OPERATED EDUCATIONAL PROGRAMS. THIS APPLICATION IS NECESSARY TO CONDUCT A COMPETITION FOR GRANT FUNDS.
