This survey is
approved only for the purposes stated in the agency's justification
statement--to serve as a limited pilot project for determining
whether a questionnaire of this kind can elicit a meaningful
response to inquiries about on-the-job drug abuse by railroad
employees. Upon completion of the New England sample survey for
which approval was requested, this approval shall expire. OMB will
not authorize any additional use of these survey forms or any other
FRA drug survey forms unless an explanation is provided of (1) the
results and conclusions, if any, of the New England survey, (2) the
methods proposed to avoid any problems encountered during the New
England survey, so that these problems will not occur again, and
(3) the agency's overall strategy for actually doing something
(other than simply studying the problem) to reduce the incidence of
on-the-job drug abuse, including an explanation of the relationship
between collecting data about the problem and the possible methods
available for reducing drug use.
