have solicited comments fromthe carpet-rug industry on the
feasibility of adding flexibility to the testing and recordkeeping
requirements of the carpet flammability regulations. CPSC should
submit to OMB an analysis of those comments before seeking further
approval.

RUG STANDARDS TO PROVIDE THE PURCHASER WITH CERTAIN LEGAL
PROTECTION. WHEN SUCH A GUARANTY IS PROVIDED THE FIRM MUST PERFORM
CERTAIN TESTS AND MAINTAIN THE RECORDS OF THESE TESTS.
