When this
information collection was approved previously, the existing terms
of clearance called for the ICC to address several issues
concerning DOT and ICC data collection forms. The justification for
reinstatement does not adequately address those issues. In
particular: the ICC was supposed to explain changes in burden
estimates which would result from adopting DOT form MCS 82, and to
describe coordination with DOT to develop an accurate accounting of
burden associated with this form. The ICC also should explain
whether duplicate reporting requirements for motor carriers have
been eliminated.
