REPORTS ARE USED BY THE COMMISSION TO IDENTIFY SUDDEN CHANGES IN
EMPLOYMENT AND CHANGES IN EMPLOYMENT AND CHANGES AND TRENDS THAT
MAY AFFECT THE TRANSPORTATION SYSTEM.
