clearance is approved through 2/28/86. As you have indicated, we
expect that Title 27 will be revised so that it will no longer be
necessary for a person desiring to establish a small bonded wine
cellar to make a letterhead application to be allowed to apply to
operate a bonded wine cellar. Any resubmission for extension should
address this issue.

BONDED WINERY, AN APPLICATION IS FORWARDED TO ATF INDICATING THE
INTENTION AND THE TYPE OF OPERATION TO BE CONDUCTED. THE
APPLICATION LETTERHEAD PLUS NOTICES RELATING TO OPERATIONS ARE USED
BY ATF TO TRACE OPERATIONAL ACTIVITIES OF BONDED WINERIES AND TO
ASCERTAIN THAT THE REVENUE IS NOT PLACED IN JEOPARDY.
