P.L. 97-377 APPROVED DECEMBER 21, 1982, REQUIRES ACTION TO "RECRUIT, TRAIN, AND PLACE NEW VISTA VOLUNTEERS AT PROJECTS EVENLY THROUGHOUT FISCAL YEAR 1983."
