Abstract: THIS PROJECT WILL IDENTIFY DATA SUITABLE FOR A USER EVALUATION, DEVELOP DATA COLLECTION STRATEGIES AND INSTRUMENTS, FIELD TEST ON THREE HHS CLEARINGHOUSES, DRAW PRELIMINARY CONCLUSIONS CONCERNING THE RELATIVE EFFECTIVENESS AND EFFICIENCY OF THESE FACILITIES AND RESULT IN A FINAL INSTRUMENT WHICH CAN BE USED AS A UNIVERSAL USER SURVEY.
