Abstract: FNS NEEDS TO TEST THE EFFECTIVENESS OF COLLECTING STATE RETAIL VENDOR LICENSE NUMBERS OF RETAILERS IN IDENTIFYING FICTIOUS STORES WHICH MAY BE REDEEMING ILLEGALLY ACQUIRED FOOD STAMPS. THE TESTWILL BE CONDUCT IN MARYLAND AND THE DISTRICT OF COLUMBIA. IF THE RESULTS ARE FAVORABL FNS MAY DECIDE TO REQUIRE LICENSE NUMBERS NATIONWIDE.
