Abstract: REVISES AND REDUCES THE APPLICATION PROCEDURES GOVERNING THE BOARD'S UNUSED OR "DORMANT" AUTHORITY PROGRAM. THIS REVISION IS BEING MADE BECAUSE SECTION 401(D)(5) OF THE FEDERAL AVIATION ACT PROVIDES FOR UNLIMITED ROUTE AUTHORITY FOR CERTIFICATION CARRIERS BEGINNING DECEMBER 31, 1981.
