THE RULEMAKING PROPOSES TO REVISE THE
COMMISSION'S RULES WHICH ATTRIBU OWNERSHIP INTERESTS IN LICENSEES
TO INDIVIDUALS. BASICALLY THESE PROPOSALS WOULD INCREASE THE
THRESHHOLD LEVEL AT WHICH OWNERSHIP INTERESTS WOULD NEED TO BE
REPORTED. IF ADOPTED, THESE PROPOSALS COULD RESULT IN ADDITIONAL
CAPITAL INVESTMENT IN TELECOMMUNICATIONS FACILITIES.
