Abstract: APPLICATION NOTICE FOR THE SECRETARY OF EDUCATION'S DISCRETIONARY PROGRAM GRANTS UNDER SECTION 583 OF THE EDUCATION CONSOLIDATION AND IMPROVEMENT ACT OF 1981 (ECIA) (20 U.S.C. 3851).
