Abstract: PROVIDE SERVICES REQUIRED TO CONDUCT AND TO CARRY OUT A RANDOM SAMPLE SURVEY OF PASSPORT APPLICANTS DRAWN FROM THE 1982 PEAK SEASON. SURVEY SHOULD BE DESIGNED TO OBTAIN INFORMATION FROM THESE PASSPORT APPLICANT AS TO WHY THEY APPLIED WITHIN THE PEAK SEASON. USE SURVEY AS BASIS OF PUBLIC AFFAIRS STRATEGY TO FLATTEN PASSPORT DEMAND CURVE.
