THIS REGULATION REQUIRES THE TIRE MANUFACTURERS TO COLLECT AND RECORD THE NAMES AND ADDRESSES OF THE FIRST PURCHASERS OF NEW TIRES, SO THAT THE MANUFACTURERS CAN NOTIFY THE PURCHASERS IF THE TIRES ARE RECALLED FOR SAFETY REASONS.
