Abstract: HUD-4435 IS THE BASIC TOOL FOR HUD TO OBTAIN REPAYMENT OF UNPAID PLANNING ADVANCES. ANNUALLY, HUD SENDS THIS FORM TO EACH PUBLIC BODY THAT HAS NOT REPAID ITS PLANNING ADVANCE. HUD'S COLLECTION PROCEDURE SET OFF WHEN THE PUBLIC BODY REPORTS THAT CONSTRUCTION OF THE PLANNED PUBLIC WORK HAS STARTED, OR HAS BEEN COMPLETED.
