NOT LATER THAN OCTOBER 1, 1983 HUD IS TO PROVIDE O WITH THE FOLLOWING: 1) A DETAILED DESCRIPTION OF HUD'S PROCESS FOR REVIEWING AND APPROVING THE USE OF THE AFOREMENTIONED INFORMATION COLLECTIONS INCLUDING WRITTE PROCEDURES, CRITERIA FOR REVIEW, DELEGATIONS AND LINES OF AUTHORITY. 2) A REVISED LISTING OF INFORMATION COLLECTION REQUIREMENTS CONTAINED THIS HANDBOOK AND DETAILED SUPPPORTING STATEMENT. 3) A DETAILED ESTIMATE OF BURDEN. 4) CLEARENCE REQUEST FOR THE COMPREHENSIVE MANAGEMENT SURVEY AND THE TENANT CHECK IN/ CHECK OUT LIST. ANY SUBSEQUENT REQUEST FOR CLEARENCE THAT DOES NOT CLEARLY IDENTIFY AL INFORMATION COLLECTION REQUIREMENTS AND PROVIDE SUPPORTING JUSTIFICATI WILL BE RETURNED DISAPPROVED. IN ADDITION, HUD IS TO REMOVE ALL DIRECTIVE/REGULATORY MATERIAL FROM THIS HANDBOOK AND INCORPPORATE IT IN THEIR UPCOMING FAR SUPPLEMENT. HU IS TO SUBMIT THE REVISED HANDBOOK TO OMB PRIOR TO PUBLIC RELEASE.

WHEN HUD ACQUIRES TITLE TO PROJECTS AND PROPERTIES BY VIRTUE OF DEFAULT OF MORTGAGES IT INSURES, HUD MUST DO ALL THOSE THINGS NECESSARY TO PROTECT, MAINTAIN AND SELL THE PROPERTIES JUST AS ANY OTHER REAL ESTATE OWNER. THE PRIMARY OBJECTIVE IS TO ACHIEVE THE HIGHEST POSSIBLE DOLLAR RECOVERY IN ANY SALE.
