Abstract: 38 U.S.C. 4005(D)(3) REQUIRES THAT A SUBSTANTIVE APPEAL BE FILED IN ORDER TO PERFECT THE APPEAL. THIS FORM IS JUDICIAL IN NATURE AND DESIGNED TO AFFORD APPELLANTS A "PIECE OF PAPER" UPON WHICH TO WRITE THEIR ARGUMENTS TO BE CONSIDERED BY THE APPEALS BOARD.
