Abstract: THIS RECORDKEEPING REQUIREMENT IS NECESSARY TO INSURE THAT STATES RETAIN INFORMATION TO MONITOR ITS OWN PROGRAM AND SUPPORT ENFORCEMENT ACTIONS AND SO THAT EPA CAN EXAMINE THE EFFECTIVENESS OF THE STATE PROGRAM AND GAIN INFORMATION TO SUPPORT ITS OWN ENFORCEMENT ACTIONS IN THE STATE IF NEEDED.
