Terms of Clearance: EPA needs to conduct a pretest of its Small Quality Generator's Survey. The pretest will help EPA in two ways. (1) verify that the questions are written in such a manner that they are undestandable to the respondent and (2) that appropriate SIC codes are chosen for the larger survey.
