VARIOUS OPERATING PARAMETERS IS DESIGNED TO ENSURE THAT PLANTS ARE
OPERATING UNDER THE SAME CONDITIONS AS WHEN THE INITIAL PERFORMANCE
TEST WAS CONDUCTED AND THE STANDARD WAS MET. OPACITY EXCESS
EMISSIONS REPORTS ARE AN ENFORCEMENT TOOL TO ASSURE CONTROLS ARE
OPERATING PROPERLY.
