THE CAB HAS AMENDED PART 320 TO
PROVIDE FOR U.S. CARRIERS TO TURN BACK UNNEEDED JAPAN CHARTER
AUTHORIZATIONS FOR THE ALLOTMENT YEAR BEGINNING OCTOBER 1, 1982,
FOR REDISTRIBUTION TO OTHER CARRIERS INTERESTED IN USING THEM. THIS
AMENDMENT IS NEEDED TO FACILITATE THE MAXIMUM USE OF THESE LIMITED
CHARTER AUTHORIZATIONS.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
