Abstract: THE SALE OF GOVERNMENT ROYALTY OIL IS CONDUCTED FOR THE BENEFIT OF INDEPENDENT REFINERS WHO DEMONSTRATE A NEED FOR CRUDE OIL. THE PROGRA IS VOLUNTARY. MMS WILL USE THE INFORMATION COLLECTED TO DETERMINE THE ELIGIBILITY OF EACH REFINER WHO APPLIES FOR THE PURCHASE OF ROYALTY OI AND TO VERIFY THE ACCURACY OF MONTHLY STATEMENTS PROVIDED TO PURCHASING REFINERS.
