Abstract: THE BIENNIAL NEEDS SURVEY REPORT TO CONGRESS PROVIDES COMPREHENSIVE COST ESTIMATES FOR THE CONSTRUCTION OF PUBLICLY-OWNED WASTEWATER TREATMENT WORKS NEEDED TO MEET THE GOALS OF THE CLEAN WATER ACT. THE REPORT PROVIDES A NATIONWIDE INVENTORY OF THESE FACILITIES AND IS USED TO ALLOCATE CONSTRUCTION GRANT FUNDS.
