Terms of Clearance: BASED ON THE MATERIALS SUBMITTED AS PART OF THE PRE-CLEARANCE REQUEST AND A MEETING WITH HHS AND HCFA STAFF, THIS COLLECTION IS NOT APPROVED ON THE GROUNDS THAT IT HAS LITTLE PRACTICAL UTILITY TO THE FEDERAL GOVERNMENT AT THIS TIME. TO THE EXTENT THAT THE S/HMO IS DESIGNED TO PROVIDE BENEFITS CURRENTLY AVAILABLE UNDER MEDICARE, IT DUPLICATES PREVIOUS DEMONSTRATIONS THAT TESTED THE VIABILITY OF HMOS IN MEDICARE. HMOS ARE A WELL DEVELOPED SERVICE DELIVERY MECHANISM FOR WHICH EVALUATIVE DATA ALREADY EXIST. IN ADDITION, THE S/HMO CONCEPT HAS BEE CAREFULLY AND FULLY DEVELOPED AND DATA COLLECTED UNDER TWO HCFA GRANTS TO BRANDEIS UNIVERSITY. CONSEQUENTLY, ANALYSIS OF EXISTING DATA SETS SHOULD BE COMPLETED PRIOR TO INTRODUCING A DATA COLLECTION AT THIS TIM

Abstract: THIS PROJECT EVALUATES THE EFFECT OF THE S/HMO ON THE COST AND USE OF ACUTE CARE AND LONG-TERM CARE SERVICES PROVIDED TO MEDICARE S/HMO ENROLLEES COMPARED TO A FEE-FOR-SERVICE CONTROL GROUP. BENEFICIARIES' HEALTH STATUS, USE OF INFORMAL SUPPORTS, AND REASONS FOR S/HMO ENROLLMENT WILL BE MEASURED.
