Abstract: THE EQUAL ACCESS TO JUSTICE ACT PROVIDES FOR ATTORNEY FEE AWARDS TO CERTAIN INDIVIDUALS, SMALL BUSINESSES, AND OTHER SMALL ORGANIZATIONS WHO PREVAIL AGAINST GOVERNMENT AGENCIES IN CERTAIN ADMINISTRATIVE HEARINGS. THIS RULE IMPLEMENTS THAT ACT FOR COVERED ADMINISTRATIVE HEARINGS IN HHS. IT PRESCRIBES APPLICATION PROCEDURES FOR SUCH PREVAILING PARTIES.
