Abstract: NORMALLY CASES CLOSED BY APPEALS WILL NOT BE REOPENED. HOWEVER, UNDER CERTAIN CONDITIONS FAVORABLE TO THE TAXPAYER, THE TAXPAYER MAY REQUEST IN WRITING, THAT THE CASE BE REOPENED. THE WRITTEN REQUEST IS NEEDED BY IRS TO DETERMINE WHETHER THE REOPENING OF THE CASE IS JUSTIFIED.
